Juveniles are much more likely to fall under the influence of peer pressure and making bad decisions than adults . While in some cases yes , like intentional murder , rape , in the case if someone has mental illness then they need help and if they refuse to get help then they should be tried as an adult . In many cases adolescents are just in the wrong place at the wrong time , or running with the wrong crowd . Adolescents have lower intelligence and are still learning and developing their frontal lobes , which is the center for judgment and decision making . Some of them have learning disabilities and mental health issues like depression and trauma from childhood . As a child usually they do not know better , under 18 , to hang out with the gang crowd or the junkie crowd , they are just experimenting and end up in trouble .
