As a first responder , my concerns would be getting as many people to safety as possible , because I do n’t know what type of attack it is . I would gather as many people together as I can and put them in a safe environment until I get information about the kind of attack it was . You have to understand that people first instinct is to run for cover . When everyone is running with no sense of direction , it can make things worse . People could be moving in the direction of another attack and not even know it . This is where my training as a first responder would kick in . I would make sure that everyone is in a safe place and I would proceed to the scene and carry out my duties as a first responder . I would secure the crime scene and assist other first responders by preserving evidence . Hawthorne states , ” w hen approaching a crime scene , the first law enforcement responder must maintain professional composure regardless of the often overwhelming factors associated with the task to be completed . ” The essential elements of the process are : ( 1 ) approach and mitigate any hazards as well as provide for safety of victims and responders , ( 2 ) render medical aid , ( 3 ) identify additional victims or witnesses , ( 4 ) secure the crime scene and physical evidence , and ( 5 ) make appropriate notifications ( Maniscalo and Christen , pg.198 ) . By performing all these steps , it may play big dividends in identifying the suspects during an investigation . First responders have to maintain their composure and be well trained because the public is relying on them to keep everyone safe and also relying on them to bring the terrorist to justice .
