According to Donahue ( 2006 ) President Bush would soon declare that ten of our surrounding counties were a federal disaster due to how many people were commuting every day to the city . FEMA would soon enter New York City and set up counseling and support groups for the individuals that needed help . ” As the state mental health authority , the New York State Office of Mental Health ( NYOMH ) administered and oversaw the design , implementation , and evaluation of Project Liberty , New York ‘s FEMA – funded crisis counseling program that was created to respond to the aftermath of the attacks of September 11 , 2001 . The agency sought and was awarded more than $ 155 million in federal funding for Project Liberty ( $ 137 million was ultimately spent ) , making it the most highly funded crisis counseling program in FEMA ‘s history ” ( Donahue , S. 2006 ) . There were over 200 local agencies that were contributing money to help the victims of 9/11 with the aid they needed . This money helped to aid so many victims with the mental health services that they needed after this disaster . The goal of Project Liberty was to ease the psychological suffering from all those New Yorkers . The goals that Project Liberty set out to achieve were very successful . The communities and local businesses all came together to help each other out in an urgent time of need . For any program to help that many victims is not commonly heard of .
